Ultimate Consignee

The ultimate consignee is the party in the destination country that actually receives and uses the imported goods, as distinct from an intermediate consignee, broker, or forwarder who merely handles the shipment along the way. Customs authorities require the ultimate consignee to be identified on the entry because it establishes who is truly bringing the goods into commerce, which matters for trade-statistics accuracy, admissibility, and enforcement of export controls and sanctions against prohibited end users. Correctly naming the ultimate consignee is part of the reasonable care an importer must exercise in its declarations.
