End-Use Certificate
Also known as: End-User Certificate, EUC
An end-use or end-user certificate is a document in which the buyer or recipient of controlled goods formally states who will ultimately use the items and for what purpose, and commits not to divert or re-export them in violation of export-control rules. Exporters and licensing authorities rely on these statements to confirm that sensitive products will not reach prohibited users or applications, and a false certificate can void a license and trigger enforcement action. Verifying end use — and watching for red flags that suggest diversion — is a central part of responsible export compliance.
A statement from the buyer about what the goods are for. Useful, and not a substitute for judgment — if the surrounding facts contradict the certificate, holding a signed piece of paper does not protect you. Red flags exist precisely because paperwork can be untrue.
Where it matters for compliance
- A certificate does not cure knowledge of a diversion risk. Unresolved red flags carry their own liability.
