Dual-Use Goods

Also known as: Dual-Use Items

Dual-use goods are products, software, or technologies designed for civilian purposes that also have a potential military, weapons-of-mass-destruction, or other sensitive application — for example certain electronics, chemicals, machine tools, sensors, and encryption. Because the same item can serve a benign or a dangerous end, it sits at the heart of export-control regimes, which require exporters to assess the destination, recipient, and intended use before shipping. Determining whether an item is controlled as dual-use, and whether a license is needed, is a core compliance obligation for manufacturers of advanced or high-technology products.

The category that catches ordinary companies. Encryption, sensors, machine tools, some chemicals and a good deal of test equipment are dual-use, and the civilian purpose you have in mind does not remove the control. Screen the item as well as the party.
