ATA Carnet
Also known as: Carnet, Merchandise Passport
An ATA Carnet is an international customs document that allows goods to be temporarily imported into participating countries without paying duties or taxes, functioning as a passport for merchandise such as commercial samples, professional equipment, and goods for trade fairs and exhibitions. Backed by a guaranteeing association, the carnet lets the same goods enter and leave multiple countries over a period, simplifying temporary movements and eliminating the need to post duty deposits at each border. As long as the goods are re-exported within the allowed time, no duty is owed, making the carnet invaluable for exhibitors, film crews, and traveling professionals.
Excellent for what it is designed for: professional equipment, exhibition goods and commercial samples that go abroad and come back, with no duty and no bond at each border. The discipline is absolute — everything listed must return within the validity period, and a missing item means a claim against the carnet, usually for far more than it would have cost to import it properly.
Where it matters for compliance
- Goods must be re-exported within the validity period, unchanged.
- Shortfalls produce a claim against the guaranteeing association, which pursues the holder.
- Not available for consumable goods or for anything intended to be sold.
